Devising and delivering an innovative new recruitment service for Westminster’s hospitality and leisure businesses.
Westminster City Council chose Attis and our partners, Step Ahead, to support its hospitality and leisure businesses post-pandemic, by creating and running an innovative, free recruitment service because no one was applying for post-COVID vacancies in hotels, bars and restayrants.
Over 35,000 job seekers formally signed up to our Westminster Works programme. We exceeded our recruitment target by 20% and at a cost per placement less than one-eighth of the GLA’s average.
Attis doesn’t just help to interpret and deliver upon existing policy context.
We are also skilled at developing robust and deliverable new policy programmes to help create high street growth.
Here are some current and past policy change projects led by Attis Partners.
Attis devised the Hybrid Business Rate System currently the centre of the Real Rates Reform Campaign, creating a 37% cut in all business rates.

Our innovative UK China Visa Campaign recommendations, launched and adopted by the then Home Secretary, resulted in UK visitor visa numbers issued in China jumping from 200,000 to over 800,000 in just two years.
Uniquely, Attis has helped deliver every existing UK Property BID. This is engaging property owner resourses and expertise into town centre management and development. Because PBIDs are currently resticted to Greater London Attis has developed a voluntary model for the rest of the UK. Meanwhile we lobby for legislation to extend PBIDs throughout every region in England.
Working with possible forthcoming legislation on extending Property BIDs, the Attis Virtual Estate is a way of overcoming the barriers to tigh street evolution created by multiple property ownership.
Attis is the delivery partner of the Association of International Retail's Tax-Free Shopping Campaign, estimated to be worth around £17bn in additional international spending in UK high streets annually.
Tax-Free Shopping
Attis has produced the Liverpool City Region OVL model to remove the additional tax burden on the hospitality sector.
Our ARA is a unique and innovative AI tool, devised by Attis, to think like senior officials in selected government departments. Our ARA uses a six stage appriach to asess your policy and consultation submissions before you make them, giving you confidence in the effectiveness of your final submission.
Attis also looks for new ways to address difficult high street problems.
Here are just a few examples of current programmes:
Reviving night-time economies by creating dedicated late night hubs away from residential areas.
Developing the established Purple Flag scheme for excellence in night-time management as a way of encouraging a new, largely untapped market of relatively wealthy people over 50 back into our towns and cities at night.
Attis is also moving away from the limited, siloed security solutions currently offered to our high streets. The Attis mission-led approach recognises that the future is about resilience. Yes, resilience to crime and terrorism, but also resilience to natural disasters, economic shocks and shutdowns, reputation, cyber attacks and other unexpected incidents.
With a £39bn council housing fund announced, Attis has partnered with the former Leader of Barking and Dagenham, the borough responsible for building 20% of all new social and affordable houses in London in the five years to 2025, using innovative ways of funding to create strong communities to generate thousands of new jobs by attracting over £40bn of commercial investment. Attis "One Brick and One Heart At A Time" workshops help individual local authorities, communities and economies to learn from this proven success.
